Our Construction Materials Division is seeking an experienced Quality Manager, Aggregates to support operations across Atlantic Canada, with an initial primary focus on the development and commissioning of the aggregate quarry in Belleoram, Newfoundland and Labrador. This role will be instrumental in building and stabilizing quality control systems, testing programs, and regulatory approvals as the operation ramps up. As the Belleoram site matures, the role will expand to provide quality oversight and technical support to additional aggregate operations under review across the Atlantic Region and beyond.

Reporting to the Director, Quality & Production, Eastern Canada, the Quality Manager will lead quality control programs, manage agency approvals, and partner closely with operations and engineering teams to support continuous improvement.

What You’ll Do

As the Quality Manager, Aggregates, you will lead the development and execution of quality control systems and regulatory approvals while providing technical support to site teams and senior leadership. Your day-to-day responsibilities will include:

  • Overseeing daily quality control activities and providing technical guidance to site personnel
  • Implementing, maintaining, and continuously improving site Quality Control Plans and testing programs
  • Monitoring gradation performance, physical properties, and test frequencies to ensure specification compliance
  • Leading corrective and preventive actions related to production variability, contamination, or non-conformance
  • Supporting operations and engineering teams with process optimization and continuous improvement initiatives
  • Leading approval submissions with Canadian provincial transportation agencies (NL, NS, NB, QC, ON) and U.S. State DOTs
  • Preparing and managing technical documentation for material qualification, renewals, and approval expansions
  • Interpreting and applying CSA, ASTM, AASHTO, and provincial specifications and acceptance criteria
  • Maintaining approval tracking systems, including expiry dates and ongoing testing requirements
  • Coordinating agency audits, site visits, and product reviews
  • Managing testing coordination with third-party and internal accredited laboratories (CCIL, ISO, AASHTO)
  • Reviewing, validating, and integrating external test results into quality records and approval submissions
  • Preparing technical correspondence, quality summaries, trend analyses, and statistical reports
  • Providing quarterly updates to management on quality performance, approvals, and risk areas
  • Ensuring all quality activities align with health, safety, environmental, regulatory, and company standards

What We’re Looking For

We’re excited to meet candidates who have:

  • Degree or diploma in Civil Engineering, Mining Engineering, Geological Engineering, Earth Sciences, or a related discipline
  • Minimum 5–10 years of experience in aggregate quality, quarry operations, or construction materials testing
  • Strong working knowledge of aggregate specifications across multiple Canadian provinces and U.S. jurisdictions
  • Demonstrated experience preparing and managing approval submissions with transportation agencies
  • Proficiency with CSA, ASTM, AASHTO, and provincial testing methodologies
  • Strong written and verbal communication skills, including experience working with regulatory agencies
  • Ability to work independently in a remote or multi-site environment
  • Willingness and flexibility to travel frequently as required
